2012 Northwest Hawaiian Golf Association Policies
Each player is responsible to know and play by the USGA rules and regulations year round, except where local course and/or Northwest Hawaiian Golf Association (NWHGA) rules apply.

Northwest Hawaiian Golf Association Rules
- Ball Lost or Out of Bounds (1 stroke penalty) – If a ball may be lost or out of bounds, the player will play a provisional ball as nearly as possible at the spot from which the original ball was played. The player must tell his fellow players that he intends to play a provisional ball. If the provisional ball is deemed out of bounds or lost it will be played as a lateral hazard (1 additional stroke). Example: If the provisional ball that was deemed out of bounds or lost was hit from the tee, the golfer will be hitting 5 from the spot from which the ball was out of bounds or lost.
- Plugged balls will be played at approximately where it plugged (free drop).
- Play winter rules until course posts Summer Rules (golf ball is played where it lies).
- Winter Rules are played as follows: A player may mark, lift, clean and replace the ball within six inches of its original position (not nearer the hole) IN CLOSELY MOWN AREAS ONLY. Do not touch your ball if it lies outside the fairway or fringe (unless the rules of golf allow you to touch your golf ball). This rule does not apply when golf ball is in a hazard, or on the putting green.
- In order to avoid slow-play, each player will be allowed 12 strokes maximum per hole.
- Failure to comply with any and all rules is reason for disqualification.
- The NWHGA Board reserves the right to override any USGA rules and/or to resolve any conflicts that may arise within the NWHGA tournaments.
- Per golf course regulation.
- No Tank Tops and tee-shirts are to be worn at any tournament.
- Shorts will be per USGA regulations.
- The first player of each foursome listed on the NWHGA tee off schedule is the official scorekeeper.
- The second player of each foursome listed on the NWHGA tee off schedule is the unofficial scorekeeper and will attest to the accuracy of the official scorekeeper.
- Each player is responsible for ensuring that his/her gross and net score is accurate.
- Tournament scores will be posted by the Tournament Manager.
- All golf played outside of our tournaments MUST be posted by each individual golfer.
- The maximum handicap allowed is 36 for men and 40 for women.
- Members belonging to the Golf Handicap Index Network (GHIN) are responsible for timely input of all scores of rounds played outside the NWHGA tournaments via the online PNGA computer at the golf course(s) played or on-line at www.GHIN.com.
- Scores posted to the GHIN system must be adjusted as follows: A 9 or less handicap can post no higher than a double Bogey on any hole; handicaps between 10 and 19 are allowed to post a maximum of 7; 20-29 An 8, 30-39 a 9 and 40+ a 10.
- All members participating in the NWHGA tournaments must belong to the Golf Handicap Index Network (GHIN).
- It is player’s responsibility to verify their handicap on the day of the tournament.
- Members without an established GHIN will participate in the low net portion with a Callaway handicap until such time as 5 full rounds of golf has been submitted to GHIN. GHIN will be able to calculate an Index with 5 full rounds.
Honey pot, Closest to the Hole, and Long Drive for a scheduled tournament (optional)
- Participation is for NWHGA members only and requires a USGA handicap.
- Honey pot fee for low net is $3 per member participating
- Closest to the pin $1 per par 3
- Long Drive $1 (must be in fairway).
- All members participating must submit applicable fee(s) to a Tournament Manager (TM) before each tournament and should be made at the latest a half hour before the first tee off or other prior arrangements may be made under uncontrollable circumstances.
- TM has the right to adjust the fees and playing format before each tournament.
- If participating in the optional Closest to the Hole and/or Long Drive competition(s), it is the member’s responsibility to list their name on the paper supplied by the NWHGA on any specified hole(s) listed by the TM to ensure proper credit.
- Honey pot will be distributed at the end of each tournament at approximately a 3/2/1 split.
- 7. Members who have not established a GHIN handicap will be allowed to participate in the Closest to and Long Drive competitions.
Hole-In-One/Closest to the Hole (optional)
- Hole-in-One/Closest to the Hole pot is for NWHGA members only.
- Entry fee is $10 per member and is good for one entire year. If the pot is carried over into the second year another $10 must be paid by members who participated in the first year in order to qualify for the pot in it’s carry-over year.
- The $10 may be paid at any time during the year(s) but must be paid prior to entering a tournament in which he/she hits a qualifying shot.
- Hole-in-One/Closest to the Hole applies to all scheduled NWHGA tournaments on all par 3′s (temporary greens do not apply); TM reserves the right to make any changes prior to playing to this competition.
- Hole-in-one/Closest to the Hole will be distributed as follows:
- Hole-in-one shot during the year – pot will be divided equally among qualifying members.
- Hole-In-One is not shot during the year – total pot will be divided equally among qualifying members who have shot Closest to the hole, within 24” or less.
- No Hole-in-one or closest to the hole (within 24”) was made during the year – total pot will carryover to the following year.
- Hole-in-one/Closest to hole awards will be distributed at the year-end Trophy Banquet.
- If no Hole-In-One or Closest to the hole is shot in two consecutive years – a vote will be put to the participating members to determine the distribution of funds.
Green Fees, Schedule and Golf Carts
- Prepayments are required two weeks prior the tournament date, exceptions considered. Check website (WWW.NWHGA.org) for scheduled tournaments and payment due dates. NWHGA Playing Policy is “No Pay, No Play.”
- The tee times and foursomes are scheduled by the TM and will be sent out prior to tournament dates.
- Tournament Schedule will be posted at www.NWHGA.org at the end of February of each year.
- All green fee checks should be made out to NWHGA and mailed to the NWHGA Treasurer or paid via our website www.NWHGA.org.
- Each member participating in a tournament should be at the schedule golf course least a half hour before the first tee time to check in with the TM.
- Prepaid green fees will be forfeited for any no shows.
- Golf cart arrangements are members’ responsibility.
- 1. NWHGA will have one division for year-end awards.
- Guest(s) are welcome on a space available basis.
- The NWHGA member will be responsible for payment of tournament fees for his/her guest(s).
- Members are responsible for their play and actions.
- Guest(s) are not allowed to participate in honey pots, Closest to the Hole and Long Drives.
- To be eligible for all NWHGA trophies a player must have a minimum of 7 rounds, or ½ the scheduled number of tournaments, played in a NWHGA tournament year.
- Points will be awarded to all eligible players at each tournament according to number of members golfing, i.e.: 12 members golfing, 1st place would receive 12 points, 2nd place 11 points and on down.
- Cash prizes are awarded at the year-end awards banquet to 1st, 2nd and 3rd place winners according to cumulative points won.
- In case of a tie for awards – winners are determine by: A) Player with the lowest handicap, B) How many tournaments played, and C) Older player.
- Special Awards and/or gifts will be given out if so desired by the officers.
- The Club Champion will be the 1st place points winner.
